More of a general emergency crew operations hub. When shit hits the fan, these vehicles provides RR officials with all the resources they need (primarily communications, sometimes basic tools/first aid) to address a crisis without having to pitch a tent, throw down a folding table and stumble through bumfuck nowhere to find a power plug for their laptop.
