It's JR Hokkaido, the tilting mechanism probably locked up and they just left it there to die. Or rather, because it's disconnected from air, it leans over like that(?).

The 285 is a really sad story though. They just ran out of money and gave up, pitching all their hopes on the Shinkansen.
